Bishop Starks was a native of Covington, Kentucky. He received his B.A. from Eastern Kentucky University. He began attending the Anglican Catholic Church at the parish of St. John’s in Dayton, Kentucky, in 1975 before moving to Indianapolis to study under the Right Reverend Joseph Deyman. The Bishop graduated from Holyrood Seminary in 1984.
Bishop Starks was ordained to the Diaconate on Saint Nicholas Day, 1984, at St. John’s and to the Priesthood on the Feast of the Annunciation at the Cathedral Church of Saint Edward the Confessor in 1985 by Bishop Deyman. He served as Dean of the Cathedral until the year 2000, when he was consecrated as the fourth Bishop of the Anglican Diocese of the Midwest.
Throughout his ministry, Bishop Starks distinguished himself to the glory of God through his dedication, spiritual courage, generosity, and servant’s heart. He regularly served in additional ministry roles when called upon by the province of the Anglican Catholic Church, including through leadership of missionary dioceses throughout the world. In his personal life, Bishop Starks was an avid traveler, with a special fondness for Barcelona, Spain, to which he journeyed multiple times in recent years.
Bishop Starks is preceded in death by his parents, George Henry Starks and Helen Mae Starks, siblings, dear friend and mentor the Right Reverend Joseph Deyman, and his esteemed colleague and friends the Very Reverend Charles and Mrs. Harriet King.
He is survived by the parishioners of the Cathedral, to whom he lovingly and truthfully referred as his family in Christ, as well as many dear friends in Indianapolis and around the world.
Visitation will be held on Thursday, August 31, from 2 to 5pm at St. Edward the Confessor Anglican Church, 6361 North Keystone Ave, Indianapolis, IN. A Funeral Mass will follow on Friday, September 1, starting at 10am, also at the church. Rommie's final resting place will be at Crown Hill Cemetery.
In lieu of flowers, charitable contributions in memory of Bishop Starks may be made to St. Edward the Confessor.
