80, of Indianapolis, passed away on November 9, 2017. Billy was born February 18, 1937 to Loid and Gracie Russell in Westmorlend, Tennessee.

Billy is preceded in death by his parents; son, Terry Russell; and the love of his life for over 30 years, Melody Russell. He is survived by his children, Jerry Russell, Tammy Woodcock, Stephanie Dugan, Phillip Perkins, and Paul Perkins; 8 grandchildren; 9 great-grandchildren; and 1 great-great grandchild.

Private family services held Monday, November 20, 2017 at Flanner Buchanan – Decatur Township.
