Judith L. Milligan, 83, of Carmel passed away September 9, 2021. She was born July 30, 1938, in Indianapolis, the daughter of the late Dale Herbert and Dorothy Ruth (Schlegel) Allison. She married James Richard Milligan who preceded her in passing in 2001.
She was a well-traveled woman having been to 54 countries as well as the majority of the US. She had a joy for life, always living it to the fullest. She was loved and respected by all that met her for her independent nature, quick wit and love of life. She worked at the Carmel Library where she was referred to as Sarge. She broke the mold when she was born and never missed the opportunity to delegate, enjoy a good glass of Chardonnay and love her family.
She is survived by her two daughters, Dee (Timothy) Wickham and Jamee (Dave) Delory; partner and travel companion of 18 years, Vern Stetzel: four grandchildren and six great grandchildren. She was preceded in passing by her son, Robert Dale Milligan; and her brother, Richard Allison.
In accordance with Judith’s wishes, there will not be any public services. In lieu of flowers, memorial contributions may be directed to Carmel Clay Public Library Foundation. Online condolences may be shared by visiting flannerbuchanan.com. Arrangements were entrusted to Flanner Buchanan – Carmel.
